WELCOME TO THE ANIMAL COUNCIL

THE ANIMAL COUNCIL (TAC) was founded in 1991 to combat San Mateo County’s (California) action to enact legislation forbidding cat
and dog breeding, and mandating sterilization of all cats and dogs.  TAC is a California nonprofit, public benefit corporation tax-
exempt under Section §501(c)(4) of the Internal Revenue Code.

TAC’s goal is to seek positive, humane solutions to the challenges of animal rights activists through study, analysis and application
of animal husbandry, statistics and law, and at the same time preserve human benefit from all species, breeds and registries.

  •         TAC monitors selected federal, state and local legislation and regulation affecting the rights and interests of animal
    owners and welfare of animals.  

  •        TAC prepares analyses, position papers and letters on pending issues and lobbies selected jurisdictions, primarily in
    California.  

  •        TAC provides counsel to inquiring individuals, organizations and legislators.  

  •        TAC disseminates reference materials, including legislative updates and topical reports furnished by electronic mail to
    individuals and organizations.

Sacramento County after a 3 year hiatus is back with the ordinance amendment to mandate veterinarian
reporting of rabies vaccination for both dogs (state mandated licensing) and cats (county mandated licensing),
hoping to raise revenues and compliance. Tues, 3/23 BOS Mtg  (Plan - introduce, continue to April 6, final
adopt.)  3/24/10:  BOS continued to workshop on Animal Care and Regulation, 4/14/10, 3:30 p.m.

"SB 861 Enabled" Breed specific ordinance proposals have been popping up in Northern and Southern
California in recent weeks, some based on local dynamics and the recent Santa Clara County and Contra Costa
County proposals as "knee-jerk" reactions to a recent fatality by always so-inclined jurisidictions.  As time
allows, we will fill in details.

CA AB 2743, NAVA prohibits w/civil penalties rental property ads or "requirements" to declaw or "devocalize" a
cat or dog as a condition of occupancy.  A TAC first - audio of today's hearing at Assembly Judiciary.  Important
back door bill on these issues w/o regard to impact on rental availability to any pets.  Passed ASM Flr 5/13,
heavily partisan vote.  6/15 passed Sen Judic, 3-2 partisan vote -- more great audio - proponents say
procedures should be determined in veterinarian-client relationship.  You bet: should apply to government, too!
8/11/10 AB 2743 on the Senate Floor failed, 19-14 (21 votes needed to pass) but was granted reconsideration for
another vote, a typical courtesy.  Some failed bills due pass eventually and others do not.  Only registered
opposition are TAC and CVMA, which came on late after their attempts at amendments failed.  Back on 3rd Rdg.
8/21 AB 2743 amended  8/20 to reduce penalty limit to $1k/animal, limit entity standing to city attys, prosecutors
or entities with prosecutorial authority, i.e. not simply nonprofits.  NO CHANGE: OPPOSE   8/24/10 passed on
Senate Floor, 22-12 - Republicans Tony Strickland, Sam Blakeslee defecting votes to pass.  ASM Concurrence
8/25  largely partisan concurrence - even Cameron Smyth (R-38) voted against this devious, insideous bill.

ASSEMBLY MEMBERS -- BAD BILL IN 2009, STILL BAD IN 2010, BAD PROCESS.  8/26/10  vote failed (41 ayes
needed to pass) 34-40 (4, 2V)  -  Reconsideration was requested, granted, so another vote likely.   Next day, 8/30

8/31 - reconsideration finally granted, vote on bill, call lifted 11:46 pm, fails 27-39. 9/1 Official votes:
Reconsideration 42-27 (10, 2V) and Do Pass Motion: 28-40 (10, 2V)   What a war story!

City of Santa Barbara City (reported 3/2/10) Council citing "dueling statistics" and their own lack of subject
knowledge, unanimously adopted motion to discuss, but not necessarily copy, issues presented by SB County
ordinance (above).  6/29/10 City Council Agenda, Special Ordinance Committee Mtg, 12 p.m. NOON (before
regular CC mtg) discuss "Dog Licensing, to include a mandated consultation with a veterinarian prior to the
ownership of an unaltered dog or cat."    Passed, return to Council later.  8/20 City Council Ord Com. Mtg 8/24,
