North Myrtle Beach enacted a retail pet store ordinance in August 2019 although there was no local retail pet store. The language in the animal rescue organization was enacted in conjunction with this ordinance to prevent retail stores from using fraudulent rescues as had been seen in Southern California and Chicago involving prior retail store operators and out of state persons previously associated with commercial dog breeding operations. https://library.municode.com/sc/north_myrtle_beach/codes/code_of_ordinances?nodeId=COOR_CH4ANFO_ARTIINGE_S4-1DE Animal rescue organization: Any not-for-profit organization having tax-exempt status under Section 501(c)(3) of the United States Internal Revenue Code, whose mission and practice is, in whole or significant part, the rescue and placement of animals into permanent homes, and which does not breed animals.
